Problem with CPU frequency on Packard Bell TX 86 laptop

Hello. Help me solve the problem. When running applications that actively use the CPU, the processor frequency drops from the declared 2.27 GHz (2.5 GHz with turbo boost) to 1.2 GHz. It happened that even flash games in the browser hung. Today I deleted all the programs that are somehow related to setting up the power supply (Packard Bell Power Manager and Intel's program), reinstalled turbo boost with the installation of a turbo boost monitor, updated the BIOS, cleaned the laptop from dust (the thermal paste has not been changed for about a year and a half, but there are no problems with the temperature under load). After deleting the programs responsible for the power supply, flash games stopped hanging (oh miracle), but normal games continue to periodically freeze (I played Borderlands 2). Oh, by the way, the freezes are periodic, not constant, and the air from the cooling system is blown out at full power. Screenshots are attached (screenshots 1 and 2 - processor load in the game, 3 and 4 - after exiting the game, 5 and 6 - temperature (before and after the game).
